Finance Fund Community Facilities Loan Supports Construction of Critically Needed Federally Qualified Health Center

Finance Fund financing was key to the new construction of Whitehall’s largest healthcare facility, the James B. Feibel Health Center, a federally qualified health center serving limited income families and individuals. Heart of Ohio Family Health Centers, the healthcare facility’s nonprofit operator, has been dedicated to providing affordable
healthcare throughout the state for over fifteen years. The organization has
brought high-quality, affordable healthcare services to several cities in Ohio,
ensuring care and treatment for individuals and families at five locations
through 90+ care providers. From primary care to dental, pediatric, and
women’s health services, Heart of Ohio bridges the affordable healthcare gap
in underserved communities.

Finance Fund provided a $6.6 million construction loan to Heart of Ohio for the James
B. Feibel Health Center, which will expand Heart of Ohio’s dental services,
pediatric care, women’s healthcare, and behavioral health services. The new
facility will replace Heart of Ohio’s former Whitehall health center and more
than double the number of patients served annually. Finance Fund’s loan will also
support the expansion of an on-site community garden, increasing the number
of beds to nearly 100. This garden will nourish local Nepali and Bhutanese
immigrants who have gardened together for generations at the current
community garden, strengthening their health, well-being, and connection with
the community.

The City of Whitehall generously contributed the land for this project.
Additional funders include the Columbus Foundation and Trinity Health. Heart
of Ohio named the new center after James B. Feibel, a founding board member
who passed away in 2018 and was known for his outstanding advocacy efforts
on behalf of underserved Ohioans.
According to 2019 U.S. Census data, 21% of Whitehall residents live in poverty
and 15.3% of residents under age 65 do not hold health insurance.
